Tom served as one of only two three-time Mayors of Beverly Hills, finishing an unprecedented first in his last two elections. Working collaboratively with the City Council, he was responsible for various policies that monitored the performance of 1100 employees and a City budget approaching $250,000,000.

Tom received a Bachelor of Arts degree in Business with honors from the University of Southern California, where was selected an outstanding graduating senior. He received his Juris Doctorate from the University of Southern California Law Center.
