Spencer Kallick is an Associate in Glaser Weil’s Government & Regulatory Department. He primarily represents investors and developers in all aspects of real estate transactions, concentrating on land use entitlement matters and CEQA compliance. He also represents clients in legislative, regulatory and enforcement matters before and involving federal, state and local governments.

Mr. Kallick has extensive government experience, including having served as an assistant city attorney for a number of California cities, focusing on constitutional as well as land use and development issues. He has also worked in Washington DC, Missouri and California for elected officials at the federal, state and local levels.

As an active member of the real estate and legal community, Mr. Kallick is a member of the Real Estate & Construction Cabinet of The Jewish Federation of Greater Los Angeles and the Urban Land Institute’s Young Leaders Partnership Forum. He is deeply committed to the Jewish community and serves on the Board of Directors of Moishe House, an international non-profit organization providing meaningful Jewish experiences to young adults across the world. He is also a member of the Board of Directors of Fiedler Hillel at Northwestern University. Mr. Kallick served as Vice President of the Executive Committee of the Los Angeles County Bar Association Barristers.

    • Successfully represented a developer on obtaining land use entitlements on the 10-acre L.A. Mart site in downtown Los Angeles consisting of a 2.5 million square foot project with 1,444 residential units, a 208-room hotel, and approximately one-million square feet of commercial space.  The project required the preparation of an environmental impact report, a development agreement, a community benefits package, substantial community outreach and complex entitlements, including a General Plan amendment and zone change.

    • Successfully represented a Los Angeles car dealership on obtaining land use entitlements for two new dealership structures located across from the Los Angeles Memorial Coliseum.  The dealership is a top 10 dealership in North America.  The project required a development agreement, a community benefits package, the acquisition of a City-owned property, and complex entitlements, including a General Plan amendment and zone change.

    • Successfully represented a real estate investment firm on obtaining land use entitlements on a Frank Gehry-designed project consisting of 229 residential units and 65,000 square feet of commercial uses.  The project was certified by the Governor of California as an Environmental Leadership Development Project, one of only a handful in the state recognized for environmental superiority.  The project required the preparation of an environmental impact report and complex entitlements.

    • Represented an independent college preparatory day school in obtaining entitlements for a three-story, 750-space parking structure with an athletic field on top. The project included a pedestrian bridge crossing over Coldwater Canyon Avenue to connect the parking structure with the campus. In addition, the project included the vacation of air space over Coldwater Canyon and the vacation of a paper street. The project involved negotiations with several community groups and CEQA compliance through the preparation of an environmental impact report.

    • Represented a commercial real estate investment and operating platform with due diligence and entitlements on multiple projects in and around the City of Los Angeles.
